New canal-side development in Devizes to deliver £3.5m in funding for local services

Bellway’s Lock Keeper Gardens development will provide 200 new homes, public open space and a children’s play area on land between Coate Road and the Kennet and Avon Canal on the eastern edge of the town.
Construction work began on the site in 2025 and the development will be launching its four-bedroom Scrivener showhome on Saturday 25 July.
More than half of the £3.5 million Bellway is providing in funding through the Community Infrastructure Levy (CIL) and the Section 106 planning agreement for the development has already been paid to Wiltshire Council – with further payments to be made as construction work progresses.
More than £650,000 of the funding is allocated for works to improve pedestrian and cycle access, which includes creating a link from the development to the canal towpath as well as upgrading existing routes along Windsor Drive to provide a viable route between the site and the town centre. Funding is also being provided for education, highways and sports facilities.

“The development has been carefully planned around its canal-side location, with two-and-a-half storey homes along the northern boundary of the site designed to create a landmark setting along the canal frontage and new cycling and pedestrian links providing sustainable travel connections to the town centre and beyond.
“Pedestrian-friendly streets within the development will also encourage car-free travel, while the creation of public open space with a children’s play area will provide an attractive outdoor space for recreation and relaxation. With construction work progressing well on the site, we are looking forward to opening our first showhome later this month.”
Lock Keeper Gardens will comprise 140 two, three, four and five-bedroom houses for private sale, and 60 affordable homes for rent or shared ownership. There will be a mix of detached, semi-detached and terraced designs and all properties will have solar PV panels to generate renewable energy.
Bellway has provided more than £1.3 million in funding through the Section 106 agreement for the development, with contributions including £501,471 for towpath improvements, £152,447 towards walking and cycling routes along Windsor Drive, £170,500 for improvements to the Hopton Road-London Road roundabout, £420,466 towards early years education, and £98,154 for sports and leisure facilities.
The housebuilder is also providing £2,165,771 through the Community Infrastructure Levy (CIL) to Wiltshire Council. The first instalment of £649,731 has already been paid, with two further instalments to be paid at later stages in the build programme.
