Bellway receives consent for £65m Carnatic Halls development

Leading housebuilder Bellway has received planning consent for a new £65million residential development on the University of Liverpool’s now derelict Carnatic Halls site on Mossley Road in Liverpool.
With plans to transform the site approved by Liverpool City Council, Bellway can now bring forward its vision for a prestigious residential scheme comprising 65 one and two-bedroom apartments, set over five three and four storey blocks, as well as 78 three, four and five-bedroom homes nestled among attractively landscaped areas of public open green space in the heart of desirable Mossley Hill.
Located on the intersection of Elmswood Road, North Mossley Hill Road and Rose Lane, and in one of the most highly sought after postcodes in Liverpool (L18), the flagship development will be known as Carnatic Park and is set to become an enviable place to live, less than three miles from the city centre, within walking distance of Mossley Hill train station and not far from beautiful Sefton Park.
Bellway’s land and planning teams have worked in partnership with the University of Liverpool to create an exemplar scheme for the site which will enhance the local area and leave a lasting positive legacy for the future.
Landscaping forms a huge part of the overall concept for Carnatic Park. Within the 22.23 acre site, a total of 9.15 acres will be developed and 12.36 dedicated to public open space with a large emphasis on new green areas and the retention of the existing features including the sandstone and brick walls and magnificent mature trees
In addition, the site will be opened up to the general public and made accessible with new pedestrian walking and cycle routes through the development.
House types at Carnatic Park will be elegant and stylish with a traditional aesthetic and strong kerb appeal. In keeping with the area’s conservation area status and complementing the existing properties of Mossley Hill. Bellway’s new homes will feature a range of external elevational treatments including black and white Tudor boarding and brick with sandstone sills.
Internally, all homes will benefit from an enhanced specification with options to further upgrade and enhance with a range of additional extras.

In addition to opening up the site and providing access to green space that was not previously available, Bellway has made a series of Section 106 contributions within the planning application including £39,971 to recreational pressure and £212,000 for off site street trees. Additionally, eight of the one-bed apartments will be sold at 80% discounted market value.
Work will start on site imminently with a sales presence from late summer 2026, first occupations in spring 2027 and completion forecast towards the end of 2028.
